Resolved Question: Theory as to the meaning of my life?
Hello According to the near death studies, I have heard that everyone has a purpose to fulfill in their lives. Some say that we have to stay without a choice until we have done this, but there is no proof that this is so. I looked at my life and tried to work out what the purpose of it could be, and I think I have worked it out. I mean my personal purpose, rather that the 'meaning of life' generally speaking. I looked at the patterns of events in my life that have tested me to the limits. A lot of the bad things that are, which some say we learn from in a spiritual sense (agian has no proof). Out of all the problems or even some advantages I have had, the one thing in common that I have noticed is the big issue in my life is 'safety and security, and the prevention of emergencies'. Not all the problems in my life are medical, not all of them are because of abuse, not all them due to misunderstandings, being unloved or hated; niether are they all to do with having little money, or are they all to do with mental health; though they all feature at in many stages. But all of the problems and issues that I have had to deal with in my life has one thing in common; the subject of safety. In the UK, there is an extreme but inapproapriate emphisis on health and safety. I have also saved several people's lives, maybe 15 I worked out; excluding all the times someone has siad that they want to commit suicide. I have had my life in danger more times than I can count. I have problems persuading people to keep safe as well as keeping me safe. I have to deal with abuse and security threats all of the time. Even the most basic life sustaining systems are disfunctional, yet I have survived everything, at least so far. It is very uncanny to see this relationship. I also know about first aid, food hygiene, fire safety, a hell of a lot on medical topics which affect mental and physical health, and know a lot about security. It is very strange how they all fit together. The piont of my life, is that I learn about safety and the nature of danger, so that when I pass into the afterlife, I can protect people from danger. What do you think? You try it. Think of all the things in your life that you have to deal with, and see what topic it comes under the most. Is it security problems, medical issues, or problems with fighting and arguements, relationship problems? They will all feature at some stage, but what always features is something that may be to do with why you are here. Tell me what you think? I've been smoking 30 years. I live in Arizona where we just started getting Fire Safety Cigarettes. For three weeks I was constantly getting ill, and having never heard of fire safe cigs, had no idea why. I immediately noticed my cigs (Marlboro reds) kept going out, not in a few minutes, more like every 30 seconds, Very annoying. My dad a 50 year smoker called me one day to say his cigarettes, (Marlboro Light 100's), kept going out, and tasted awful. So I e-mailed Phillip Morris asking "What's going on"?. I googled, 'Marlboros keep burning themselves out'. I was appalled at what I saw. Web sites, blogs, and forums abounded with smokers complaining about getting sick from smoking these FSC cigarettes. I couldn't believe our government would force a product on its citizens that were making smokers across the country sick. Didn't anyone bother too do some research on the health impact of these new 'safer' (not) cigarettes? I immediately went to my vendor, and after searching there inventory found and bought five cartons of regular not FSC cigarettes, (labeled above the bar code). Within two days of smoking regular Marlboro's my illnesses subsided, and after a week I felt like my old self again. Now I will have to start buying them online from companies in North Carolina, a state that still offers regular cigarettes that don't make me sick. After that I will buy them from Russia if I have too, or search out a black market, as I'm sure they will be popping up real soon. Fire prevention agencies claim it will save 700 to 1,000 lives per year. New York Department of State did a study in New York State, a state which has mandated FSC for four years now, and found that deaths did drop from 31 deaths to 22 deaths in 2004. Harvard School of medicine said that five compounds in the FSC cigarettes had increased in toxicity, but there was no evidence that these increases affect the already toxic nature of cigarette smoke. OH REALLY, then why am I finding smokers all over the internet complaining they're getting sick? , I know they made me sick. Those entities that are pushing this garbage on us didn't even have the courtesy to tell us smokers what they were doing. These 'speed bump rings' that are incorporated into the paper, has increased amounts of a glue produced by DuPont used to adhere carpet, and is very toxic, (Adhesive ethylene vinyl acetate). First our government unjustly targets smokers with a huge tax burden of 500% the past ten to fifteen years, now there going to poison us. Did I mention the taste? These RSC taste terrible, another factor I’m reading from smokers across the country online. The amber or (cherry) at the end of the cigarette doesn't burn the same and allows too much air to mix with the smoke, and you can't get enough taste. So you end up drawing on them repeatedly trying to get a good full drag. You end up with uneven burning and ambers falling all over the place. Seems to me this is going to cause 'More Fire Hazard'. Also the constant relighting causes the paper to ignite into a real flame, and has even blown up in my face, and I only smoked a few packs of them. New York States 2004 study claims nine lives were saved. Nation wide that would be 450 lives per year, less than the number of people a 'month' who die from tripping and falling down. But it's okay to make thousands of smokers’ nationwide sick. How many smokers a year will die now from the higher toxicity in the paper, only time will tell… If we allow these non smoking advocates to 'dictate' what we consume, were will it end? There's still as many non smokers dying each year of lung cancer and heart disease as smokers, considering the high levels of pollution in our cities nationwide. Though the majority of the time it is just a false alarm or the principal is doing a random test, the truth of the matter is that it is there and in place to protect everyone’s safety. The implementation of specific alarms notifying staff and students of potentially dangerous situations is another possible solution for preventing serious violent offences within our schools. Alike the fire alarm, when sounded, these alarms also have their own very distinctive sound and procedure to follow. Once a situation arises, an alarm signaling a “lockdown” is sounded by the principal. The students then immediately lie under desks while the teachers lock the door, turn off the lights, and try to maintain some order. Individuals caught outside the classroom proceed to the gymnasium or find a safe hiding place. “The idea behind real lockdowns is that they can reduce the number of casualties that could occur if there is a shooter inside or outside a school.” (Minaz Jivraj, Oct.2, 2007 “Lockdowns: How schools are copying with the age of the gun, www.cbc.ca Article by Murial Drassisma) After a critical search of the facility and situation is deemed safe by the staff and authorities, an “all clear” alarm is then sounded and everyone proceeds to follow the evacuation procedure. In the process of starting a non-profit in memory of my brother that passed in a fire accident. This organization will educate families/schools on fire prevention and fire safety. It will be an organization that holds fund raisers for families that have become victims and such the like. How would i become certified as an educator? I"m not looking for employment but i love "knowledge" and would be great to have a certification backing me and fellow members. I've checked nfpa and usfa and haven't found much, did a google too, most places want you to take a course as if you were seeking employment. Preventing Crime Is everyone's responsibility I guess it's human for people today to be in a make believe world of their own, safe and secure, families living happy, healthy and successful. Nothing wrong with a happy family life, we all want such. True reality of life after September 11th is too much to fathom for Americans over three hundred million populace. We look at our little individual worlds as a safe haven far from crime and terrorist attacks! Until someone in our family circle is a victim of crime! Then the world of reality strikes hard, with no natural affection, love, kindness, goodness present and panic set's in! Security and safety is gone suddenly, just like a raging storm! Like a tornado with no wall, tower, thing or person to stop it's powerful surge smashing your make believe world to pieces! The police made their report, after they arrived, responding to a security department's call for help. They investigate and take statements from witnesses (If there was any), then make their report. They tell the victim/s that they will do what they can to find the criminal/s involved. That's all they can do. And they are doing their jobs well. No shame should fall on our Criminal Justice system's Vanguard, the police. They are a re-active crime control agency. If the crime was at a Shopping mall, Hospital, University or office complex, chances are, the corporate owners are afraid the liability risk is much to high to give their security departments the right tools they need to prevent such crimes against your family. They implement a strict policy of hands off, when it comes to preventing crime! They are told to call the police if there is something that may cause an interruption in the peace and public safety. The owners even go as far as telling store keepers in the shopping malls to call the police directly, and do not call security, for they are wasting time going through the security thinking that the malls security can prevent a crime! However! This entity (Security) is the only entity that has the before, during, and after the fact premise to be successful in preventing crime and terrorist attacks. The police are usually at a scene after the fact! Please, we are not saying the police are not needed! For they must be in place working with security to complete the circle of preponderate to fight crime! So what happens when these sequence of scenes take place at this present time in American history? we then have in the end result, many frustrated people! The victim/s, their families, the security, the police, the owners, the politicians, and the public! For the crime was not prevented! And then everyone looks at the police and security, and say, where were you guys? Does the Homeland Security department encourage the owners of these complexes, Shopping malls, Hospitals, Universities/Colleges and office complexes to give their security people the tools to prevent crime instead of just responding to these problems? Do they encourage law makers to change the laws to help private and governmental security people to Prevent Crime instead of acting like police, and just respond to a crime in progress? The five students killed when a gunman opened fire in a lecture hall at Northern Illinois University Thursday ( 2-14-08) in the afternoon were at college to begin building their dreams. And please don't forget those Virginia State Tech. students had their dreams shattered to. I believe this problem will continue, until the American People realize that crime prevention must have the Before factor to work! Security must be looked at in totally unique way, and must be developed to prevent these issues. Security must have the rights and duty to investigate before hand all connected to the Universities and other schools. Security must be able to detect before hand, these troubled people and be able to stop such bloodshed ! Security must not be an operation that mainly shows a reactive response. Security must have the high tech systems in place to detect issues that relate to prevention! In essence, we as American citizens continue to ignore facts. Facts that will hit you right in the face, at any moment! You want more crime prevention? Then supply the before factor that will ultimately prevent your family from being the next victims in universities/colleges, hospitals, Shopping Malls and other complexes. My research that started in 1968, shows that our communities could benefit greatly if large complexes would take the responsibility of preventing their own inevitable crime and terrorist attacks! Folks our front lines are not secure! We have space age technology today that would boggle the minds of all Americans! This 21fst century technology is barely used in America, but, if it was, security would use it to prevent crime! You'd be surprised how much of this technology isn't being used in shopping malls, hospitals, universities/colleges and other complexes. It would put you in panic mode, and I could prove it! I am very concerned when my family visits these complexes knowing what I do about their security as it is now. Security at present time will not prevent crime! They can not! Security in most places act and operate as police departments with no authority. The technology they have in most places is not helping them to prevent! They really have no detective departments investigating complaints and researching problem issues. Social workers are not working closely with security to prevent what happen at those schools. In hospitals, there are so many crimes covered up that if you knew you'd also be concerned as I am. Look what happen at Virginia Tech., and Northern Illinois something I say should never happen, especially when it is proven that it could have truly been prevented, after everyone made their investigations. Everyone seems to say, "Well we should have done this, or that!". Yes! I say yes, we should! Investigations seem to only be after the fact! Why? Why not do the investigations Before the fact! I know it is human to live in your family make believe worlds, the safe haven we all need just to keep from becoming depressed over the September 11th reality of things. But, when it comes to preventing crime and terrorist attacks at the frontline level, somebody needs to do something, and soon! I know that there are many other security people and police out in America that sees what I see. Please! Pass this article on to everyone you can, and maybe, just maybe, we could prevent a family from experiencing crime! Preventing crime and terrorist attacks is the responsibility of all Americans! Especially the corporations that own these big complexes that draw large crowds! Terrorist attacks will be centered on these areas! And some entity needs to prevent crime! Not just respond to it! I pray that the media grabs my article and runs with it so things change in security for America, before you, and your family experience crime! My family is dear to me to, and if any of my family members experience crime, knowing what I know about crime prevention, it would cut my heart deep! It's like a medical doctor who can't save his family member at a crime scene because his hands are forced tied! Everybody worries about the liability risk of any operation. The Cities worry about their police putting them in a high liability risk when acting in a physical way. Shopping Malls and other complexes worry about their security acting in such a way that it would put them in a high liability risk and that's why they play it safe insisting that security have a hands off policy! But, what they don't understand is, that you could be putting yourself in a higher liability risk for not putting hands on! For a crime could be committed before the police get there, after security calls the police! As time ticks onward I foresee lawyers winning cases against these complexes for not having security that would prevent crime against your family while shopping in their mall or place of business. My heart goes out to all the families who have lost love ones in crime! I just wish people would hear what I have to say about stopping crime at Universities! Every time I hear about crime at another school it makes me upset! Security must, yes, must prevent crime, it's their responsibility, so give them the things they need to do it. Preventing Crime Is everyone's responsibility I guess it's human for people today to be in a make believe world of their own, safe and secure, families living happy, healthy and successful. Nothing wrong with a happy family life, we all want such. True reality of life after September 11th is too much to fathom for Americans over three hundred million populace. We look at our little individual worlds as a safe haven far from crime and terrorist attacks! Until someone in our family circle is a victim of crime! Then the world of reality strikes hard, with no natural affection, love, kindness, goodness present and panic set's in! Security and safety is gone suddenly, just like a raging storm! Like a tornado with no wall, tower, thing or person to stop it's powerful surge smashing your make believe world to pieces! The police made their report, after they arrived, responding to a security department's call for help. They investigate and take statements from witnesses (If there was any), then make their report. They tell the victim/s that they will do what they can to find the criminal/s involved. That's all they can do. And they are doing their jobs well. No shame should fall on our Criminal Justice system's Vanguard, the police. They are a re-active crime control agency. If the crime was at a Shopping mall, Hospital, University or office complex, chances are, the corporate owners are afraid the liability risk is much to high to give their security departments the right tools they need to prevent such crimes against your family. They implement a strict policy of hands off, when it comes to preventing crime! They are told to call the police if there is something that may cause an interruption in the peace and public safety. The owners even go as far as telling store keepers in the shopping malls to call the police directly, and do not call security, for they are wasting time going through the security thinking that the malls security can prevent a crime! However! This entity (Security) is the only entity that has the before, during, and after the fact premise to be successful in preventing crime and terrorist attacks. The police are usually at a scene after the fact! Please, we are not saying the police are not needed! For they must be in place working with security to complete the circle of preponderate to fight crime! So what happens when these sequence of scenes take place at this present time in American history? we then have in the end result, many frustrated people! The victim/s, their families, the security, the police, the owners, the politicians, and the public! For the crime was not prevented! And then everyone looks at the police and security, and say, where were you guys? Does the Homeland Security department encourage the owners of these complexes, Shopping malls, Hospitals, Universities/Colleges and office complexes to give their security people the tools to prevent crime instead of just responding to these problems? Do they encourage law makers to change the laws to help private and governmental security people to Prevent Crime instead of acting like police, and just respond to a crime in progress? The five students killed when a gunman opened fire in a lecture hall at Northern Illinois University Thursday ( 2-14-08) in the afternoon were at college to begin building their dreams. And please don't forget those Virginia State Tech. students had their dreams shattered to. I believe this problem will continue, until the American People realize that crime prevention must have the Before factor to work! Security must be looked at in totally unique way, and must be developed to prevent these issues. Security must have the rights and duty to investigate before hand all connected to the Universities and other schools. Security must be able to detect before hand, these troubled people and be able to stop such bloodshed ! Security must not be an operation that mainly shows a reactive response. Security must have the high tech systems in place to detect issues that relate to prevention! In essence, we as American citizens continue to ignore facts. Facts that will hit you right in the face, at any moment! You want more crime prevention? Then supply the before factor that will ultimately prevent your family from being the next victims in universities/colleges, hospitals, Shopping Malls and other complexes. My research that started in 1968, shows that our communities could benefit greatly if large complexes would take the responsibility of preventing their own inevitable crime and terrorist attacks! Folks our front lines are not secure! We have space age technology today that would boggle the minds of all Americans! This 21fst century technology is barely used in America, but, if it was, security would use it to prevent crime! You'd be surprised how much of this technology isn't being used in shopping malls, hospitals, universities/colleges and other complexes. It would put you in panic mode, and I could prove it! I am very concerned when my family visits these complexes knowing what I do about their security as it is now. Security at present time will not prevent crime! They can not! Security in most places act and operate as police departments with no authority. The technology they have in most places is not helping them to prevent! They really have no detective departments investigating complaints and researching problem issues. Social workers are not working closely with security to prevent what happen at those schools. In hospitals, there are so many crimes covered up that if you knew you'd also be concerned as I am. Look what happen at Virginia Tech., and Northern Illinois something I say should never happen, especially when it is proven that it could have truly been prevented, after everyone made their investigations. Everyone seems to say, "Well we should have done this, or that!". Yes! I say yes, we should! Investigations seem to only be after the fact! Why? Why not do the investigations Before the fact! I know it is human to live in your family make believe worlds, the safe haven we all need just to keep from becoming depressed over the September 11th reality of things. But, when it comes to preventing crime and terrorist attacks at the frontline level, somebody needs to do something, and soon! I know that there are many other security people and police out in America that sees what I see. Please! Pass this article on to everyone you can, and maybe, just maybe, we could prevent a family from experiencing crime! Preventing crime and terrorist attacks is the responsibility of all Americans! Especially the corporations that own these big complexes that draw large crowds! Terrorist attacks will be centered on these areas! And some entity needs to prevent crime! Not just respond to it! My family is dear to me to, and if any of my family members experience crime, knowing what I know about crime prevention, it would cut my heart deep! It's like a medical doctor who can't save his family member at a crime scene because his hands are forced tied! Everybody worries about the liability risk of any operation. The Cities worry about their police putting them in a high liability risk when acting in a physical way. Shopping Malls and other complexes worry about their security acting in such a way that it would put them in a high liability risk and that's why they play it safe insisting that security have a hands off policy! But, what they don't understand is, that you could be putting yourself in a higher liability risk for not putting hands on! For a crime could be committed before the police get there, after security calls the police! As time ticks onward I foresee lawyers winning cases against these complexes for not having security that would prevent crime against your family while shopping in their mall or place of business. My heart goes out to all the families who have lost love ones in crime! I just wish people would hear what I have to say about stopping crime at Universities! Every time I hear about crime at another school it makes me upset! Security must, yes, must prevent crime, it's their responsibility, so give them the things they need to do it. Fire investigators on Maui have determined the cause of a blaze that destroyed a $127,000 home last month - a short in the homeowner's newly installed fire prevention alarm system. According to Industrial Machinery News, the film's depiction of gory industrial accidents was so graphic that twenty-five workers suffered minor injuries in their rush to leave the screening room. Thirteen others fainted, and one man required seven stitches after he cut his head falling off a chair while watching the film. The Chico, California, City Council enacted a ban on nuclear weapons, setting a $500 fine for anyone detonating one within city limits. A man walked in to a Topeka, Kansas Kwik Shop, and asked for all the money in the cash drawer. Apparently, the take was too small, so he tied up the store clerk and worked the counter himself for three hours until police showed up and grabbed him. In Ohio, an unidentified man in his late twenties walked into a police station with a 9-inch wire protruding from his forehead and calmly asked officers to give him an X-ray to help him find his brain, which he claimed had been stolen. Police were shocked to learn that the man had drilled a 6-inch deep hole in his skull with a Black & Decker power drill and had stuck the wire in to try and find the missing brain. In Modesto, CA, Steven Richard King was arrested for trying to hold up a Bank of America branch without a weapon. King used a thumb and a finger to simulate a gun, but unfortunately, he failed to keep his hand in his pocket. A bank robber in Virginia Beach got a nasty surprise when a dye pack designed to mark stolen money exploded in his Fruit-of-theLooms. The robber apparently stuffed the loot down the front of his pants as he was running out the door. "He was seen hopping and jumping around," said police spokesman Mike Carey, "with an explosion taking place inside his pants." Police have the man's charred trousers in custody. A lawyer defending a man accused of burglary tried this creative defense: "My client merely inserted his arm into the window and removed a few trifling articles. "Using your logic, I sentence the defendant's arm to one year's imprisonment. He can accompany it or not, as he chooses." The defendant smiled. Op-Ed In Khartoum's Oil Pipelines Flow Blood By Peter Wanbali The Nation KHARTOUM, May 21, 2002 -- Two documents on the Sudan released almost simultaneously last week expose the complexities and contradictions inherent in the search for peace in that country's conflict that has lasted two decades, killed two million people, displaced 4.5 million others and burnt hundreds of billions of dollars. And nowhere is this more dramatic than in the reports' treatment of the role of oil in the war between the Sudan People's Liberation Army (SPLA) and its allies, and the Government of Sudan GOS. The first report, Depopulating Sudan's Oil Regions, is written by Diane deGuzman for the European Coalition on Oil in Sudan. It is a searing condemnation of the GOS strategy to strafe civilian populated regions in South Sudan for the express purpose of clearing the regions for oil drilling work to either start or continue. It documents atrocities against the civilians starting from October 2001, when the GOS launched an offensive in the southeast part of Ruweng County, in oil concession Block 2. Although no SPLA troops were on the ground, the report says that the villages between Jukabar and Bal were bombarded from the air, with ground troops moving in to mop up. Many were killed and those lucky to survive now huddle in swampland to the northeast and southeast of the county. Timing too fortuitous to be coincidental Within a month of the clearing up of the region, the Greater Nile Petroleum Operating Company (GNPOC), comprising Talisman Energy, Chinese National Petroleum Corporation, Petronas Carigali and Sudapet, moved a drilling rig into the area. The timing of the raid and the decision by GNPOC was too fortuitous to be coincidental. The report also documents another raid that by mid-February this year had depopulated the northern part of Block 5A, in Western Upper Nile. The two campaigns by the GOS have displaced an estimated 80,000 people from Ruweng County and another 50,000 from the Western Upper Nile, who are now forced to wander in search of food, safety and shelter. Harrowing quotes from men and women who lost loved ones during the raids make for very sober reading, very much in the vein of two earlier reports: The Scorched Earth by Christian Aid in 2000, and Report of an Investigation into Oil Development, Conflict and Displacement in Western Upper Nile, released mid-last year by Georgette Gagnon and John Ryle. The second report released this month was Sen John C. Danforth's memo to the US President. Mr Danforth was appointed Special Envoy for Peace in the Sudan in late 2000 and this is a report on his mission. Several observations stand out, not least his advice that there should be no more new US-led initiatives. Rather, the US should engage more actively bilaterally in the Sudan and that increased support should be offered to existing initiatives like the Kenya-led IGAD peace process and the Egyptian-led Joint Initiative (with Libya). Sen Danforth details four "tests" of will that he subjected the GOS and the SPLA to, whose results were the basis of his guarded optimism. One was demand for a cease-fire and setting up of a comprehensive relief and rehabilitation programme for the devastated Nuba Mountains region; the second was observing days of tranquillity to allow relief agencies work on programmes to eradicate polio, guinea worm and bovine rinderpest. The third was prevention of intentional, wanton attacks (often by government) against innocent civilians and fourth was a proposal to the GOS to strengthen the effectiveness of its own anti-slavery commission. He claims varying degrees of success in these tests. Although Sen Danforth acknowledges that any movement forward must grapple with the thorny issues of self-determination for South Sudan, governance, religion and oil, his analysis of how oil features in the cauldron is perverse. His suggestion that a formula should be worked out for sharing the oil revenue between the GOS and the SPLA is both bizarre and impracticable. Renewed confidence The oil revenue, about $2 million every day, has given GOS renewed confidence and apart from enabling it increase its fighting efficiency, will soon become a significant cause for the war. For the process of peace to move forward - even with renewed vigour from the US and a boost to the sub-regional initiatives - the oil booty must be made a non-issue in the process. Companies like the GNPOC consortium must be prevailed upon to exercise some moral influence on the government and stop pretending that they do not see or care about what their money is financing in the Sudan. Countries like Kenya should also rethink the ridiculous posturing they are involved in - on the one hand acting as concerned mediators and peace-makers while on the other hand they are key customers buying the oil and financing the war. Ultimately, UN sanctions would be considered against all parties involved even if such penalties have not been great successes in the past. This clearly, is a hard number to push when there is so little moral firepower left for the US to expend - see what it did with Nigeria and Angola even at the height of human rights atrocities in those countries. Conduct all interviews privately, and ensure that is a salaried member of management participating as a witnessing manager. Explain to the Associate that the witnessing manager will be taking notes. At least one member of management should be the same gender (if practical) as the Associate is on the clock. Verify the Associate is on the clock. Tell the Associate you are here to learn what the Associate might know regarding certain matters that have come to your attention. Explain that the meeting will be considered an Open Door discussion and that the Associate is protected from retaliation from any person for sharing information during the investigation. Explain that the meeting is confidential, and that any information the Associate provides will be shared only with those who have a need to know or to further the investigation. Ask whether the Associate is comfortable meeting with you and the other manager(s) present. If uncomfortable, offer the Associate the opportunity to discuss without the particular manager. Tell the Associate that to be consistent you will be taking notes as you go through the interview. If an Associate request to have a co-worker present, and refuses to meet with management alone, you need to let them know that our Associates have the benefit of utilizing the Open Door Policy which allows them the opportunity to talk directly to a member of management regarding any situation, while maintaining confidentiality. As a result, it is not necessary for Associates to have a co-worker present, therefore, co-workers will not be allowed to attend. If the Associate to refuse to meet, you may request the Associate to submit a written statement regarding the situation. Inform the associate that the investigation will continue with or without their comments. Continue with the investigation and necessary action. Collect and review all statements, appropropriate paperwork, documentation, and system reports that are relevant to the investigation. Consider interviews, written statements, documents or other materials carefully to determine whether a violation of policy occurred and take appropriate action. All documentation concerning the investigation should be kept in a separate file locked file cabinet in the manager's office (People Manager for Field Logistics). They are not to be placed in the personnel files. Suspensions During the course of an investigation, the Investigating Manager may determine it would be in the best interest of the Associate of the Company for the Associate to be suspended from work, pending the outcome of the investigation. Suspension from the Company will be unpaid, pending the outcome of the investigation. Hourly Associates will not be eligible to use benefit hours (illness protection, or personal time) to compensate for lost wages. Salaried will be paid only through the end of the week in which they will be suspended. If an Associate is suspended due to an arrest, refer to Arrested Associate's Policy, PD-01 for additional information. Appropriate Action Once the investigation is completed, if there has been no violation of company policy, no disciplinary action will be taken. II. It shall not be unlawful under this chapter for: (a) Any operator of a switchboard, or an officer, employee, or agent of any communication common carrier whose facilities are used in the transmission of a telecommunication, to intercept, disclose, or use that communication in the normal course of employment while engaged in any activity which is a necessary incident to the rendition of service or to the protection of the rights or property of the carrier of such communication; provided, however, that said communication common carriers shall not utilize service observing or random monitoring except for mechanical or service quality control checks. (b) An officer, employee, or agent of any communication common carrier to provide information, facilities, or technical assistance to an investigative or law enforcement officer who, pursuant to this chapter, is authorized to intercept a telecommunication or oral communication. (c) Any law enforcement officer, when conducting investigations of or making arrests for offenses enumerated in this chapter, to carry on the person an electronic, mechanical or other device which intercepts oral communications and transmits such communications by radio. (d) An investigative or law enforcement officer in the ordinary course of the officer's duties pertaining to the conducting of investigations of organized crime, offenses enumerated in this chapter, solid waste violations under RSA 149-M:9, I and II, or harassing or obscene telephone calls to intercept a telecommunication or oral communication, when such person is a party to the communication or one of the parties to the communication has given prior consent to such interception; provided, however, that no such interception shall be made unless the attorney general, the deputy attorney general, or an assistant attorney general designated by the attorney general determines that there exists a reasonable suspicion that evidence of criminal conduct will be derived from such interception. Oral authorization for the interception may be given and a written memorandum of said determination and its basis shall be made within 72 hours thereafter. The memorandum shall be kept on file in the office of the attorney general. (e) Where the offense under investigation is defined in RSA 318-B, the attorney general to delegate authority under RSA 570-A:2, II(d) to a county attorney. The county attorney may exercise this authority only in the county where the county attorney serves. The attorney general shall, prior to the effective date of this subparagraph, adopt specific guidelines under which the county attorney may give authorization for such interceptions. Any county attorney may further delegate authority under this section to any assistant county attorney in the county attorney's office. (f) An officer, employee, or agent of the Federal Communications Commission, in the normal course of employment and in discharge of the monitoring responsibilities exercised by the commission in the enforcement of chapter 5 of title 47 of the United States Code, to intercept a telecommunication, or oral communication transmitted by radio, or to disclose or use the information thereby obtained. (g) Any law enforcement officer, when conducting investigations of or making arrests for offenses enumerated in this chapter, to carry on the person an electronic, mechanical or other device which intercepts oral communications and transmits such communications by radio. (h) Any municipal, county, or state fire or police department, the division of emergency services, communications, and management as created by RSA 21-P:36, including the bureau of emergency communications as defined by RSA 106-H, or any independently owned emergency service, and their employees in the course of their employment, when receiving or responding to emergency calls, to intercept, record, disclose or use a telecommunication, while engaged in any activity which is a necessary incident to the rendition of service or the protection of life or property. (i) Any public utility regulated by the public utilities commission, and its employees in the course of employment, when receiving central dispatch calls or calls for emergency service, or when responding to central dispatch calls or calls for emergency service, to intercept, record, disclose or use a telecommunication, while engaged in any activity which is a necessary incident to the rendition of service, or the protection of life and property. Any public utility recording calls pursuant to this subparagraph shall provide an automatic tone warning device which automatically produces a distinct signal that is repeated at regular intervals during the conversation. The public utilities commission may adopt rules relative to the recording of emergency calls under RSA 541-A. (j) A uniformed law enforcement officer to make an audio recording in conjunction with a video recording of a routine stop performed in the ordinary course of patrol duties on any way as defined by RSA 259:125, provided that the officer shall first give notification of such recording to the party to the communication. (k) (1) The owner or operator of a school bus, as defined in RSA 259:96, to make an audio recording in conjunction with a video recording of the interior of the school bus while students are being transported to and from school or school activities, provided that the school board authorizes audio recording, the school district provides notification of such recording to the parents and students as part of the district's pupil safety and violence prevention policy required under RSA 193-F:3, I(b), and there is a sign informing the occupants of such recording prominently displayed on the school bus. (2) Prior to any audio recording, the school board shall hold a public hearing to determine whether audio recording should be authorized in school buses, and if authorized, the school board shall establish an administrative procedure to address the length of time which the recording is retained, ownership of the recording, limitations on who may listen to the recording, and provisions for erasing or destroying the recording. Such administrative procedure shall permit the parents or legal guardian of any student against whom a recording is being used as part of a disciplinary proceeding to listen to the recording. In no event, however, shall the recording be retained for longer than 10 school days unless the school district determines that the recording is relevant to a disciplinary proceeding, or a court orders that it be retained for a longer period of time. An audio recording shall only be reviewed if there has been a report of an incident or a complaint relative to conduct on the school bus, and only that portion of the audio recording which is relevant to the incident or complaint shall be reviewed.
